Habakkuk

Habakkuk's background is unknown; his book is unlike any other. Prophesying in Judah as Babylon rose to power around 600 BCE, he does not deliver oracles so much as argue with God—demanding to know why the wicked prosper and why a crueller nation should be the instrument of judgment.
